Bio:

Mark Armstrong was appointed to the City Council following the 2020 election and elected to his second term in 2022. A California and San Francisco Bay Area native, he is a 19-year resident of San Ramon. He and his wife Brenda raised their four children, all graduates of California High School, in various places in the U.S. and overseas before settling down in San Ramon in 2004. His priorities as a Councilmember include Public Safety, Open Space and Neighborhood Protection, Fiscal Responsibility and Quality of Life.

Mark graduated from the United States Military Academy, West Point in 1981 where he studied Civil Engineering. He is graduate of the U.S. Army Command and General Staff College and the U.S. Army War College and earned Masters degrees in Military Arts and Sciences, and Strategic Studies. 

He retired from the United States Army following a 30-year career as an Infantry Officer serving in a variety of Army, multi-service, and interagency command and staff assignments in the U.S., Europe, Middle East, Indo-Pacific and Caribbean. 

He later continued his public service with FEMA Region IX based in Oakland. With FEMA, he managed Region IX’s deployable disaster response strike teams, provided oversight for the Regional Watch Center, and ensured the Region’s Emergency Operations Center was staffed and prepared for initial federal disaster response coordination activities. He also provided oversight for regional catastrophic planning, logistics and emergency communications. Prior to those duties, he was a member of the national Federal Coordinating Officer (FCO) Cadre and provided the executive coordination of federal, state, and local resources required to support State, Tribal and Territory governors and emergency managers during disasters.

During his Emergency Management experiences with both FEMA and the Department of Defense, he deployed in support of natural disasters for many States, Territories and Tribes across the country to include California, Hawaii, Nevada, New Mexico, Montana, Texas, New Hampshire, Maine, Louisiana, Florida, North Carolina, The U.S. Virgin Islands, Guam, Saipan, and American Samoa. His disaster deployments included support for wildfires, flooding, earthquakes, hurricanes, typhoons, tsunamis, winter storms, mudflows and tsunamis.

Mark has received numerous military awards and decorations, is a recipient of the U.S. Army MacArthur Leadership Award and was also selected as the Military Emergency Manager of the Year by the International Association of Emergency Managers. Locally, he has participated in numerous volunteer and speaking activities in San Ramon and the surrounding area. An Eagle Scout himself, he served as an adult leader and Assistant Scoutmaster as his sons progressed through Scouting to earn their Eagle Scout rank.

His hobbies and interests include beekeeping, fishing, hiking, gardening, cooking and traveling. He is currently writing a book about one of his Army deployment experiences.
