
The City of San Ramon is pleased to announce the selection of Megan O’Donoghue as the City’s first Director of Human Resources, effective today, November 3. O’Donoghue brings nearly a decade of experience in Human Resources, most recently as the City of San Ramon’s HR Manager since 2022.
“Since joining the City, Megan has brought fresh energy and strategic focus to our Human Resources team," said City Manager Steven Spedowfski. ”Her efforts are strengthening our workforce and reinforcing San Ramon’s reputation as a top-tier public employer in the region.”
In O’Donoghue’s time as the City of San Ramon’s HR Manager, she has overseen the City’s HR functions, including management of the City’s HR team, recruitment, employee relations, labor relations, employee and retiree benefits, and development and execution of HR strategy and goals for the City. Since 2022, she has successfully negotiated two Memorandums of Understanding (MOU) for the San Ramon Police Officers Association and SEIU Local 1021, and assisted with the strategic transition of HR from a division within Admin Services to a standalone department.
O’Donoghue’s work in Human Resources began with the County of Alameda, where she was chosen for a highly selective rotational training program in 2016. She was then hired as Human Resources Officer with the Alameda County Fire Department in 2017, then was promoted to Human Resources Manager in 2021. During her time there, O’Donoghue managed the team that provided HR services to more than 400 firefighters, dispatchers and administrators, including overseeing the HR response to the COVID-19 pandemic.
“My favorite thing about working for the City of San Ramon is its dedicated and collaborative staff,” said O’Donoghue, “and I’m honored to continue serving them through this new role.”
O’Donoghue is a Certified Labor Relations Manager (CLRM) through the California Public Employers Labor Relations Association (CalPELRA), and a Senior Certified Professional through the Society for Human Resource Management (SHRM-SCP). She serves on the Executive Committee for the Municipal Pooling Authority (MPA), and was recently elected Treasurer for the Northern California City Human Resource Directors Association.
Prior to her work in Human Relations, O’Donoghue served in administrative roles in both non-profit and for-profit organizations.
She holds a BA in English and Theatre from the University of Notre Dame.
