Bio:

Phil O’Loane was elected to the San Ramon City Council in November, 2011. After serving an extended 5 year term, he was re-elected in November 2016. A 17-year resident of San Ramon, Phil has a lengthy background of civic and volunteer work in the area. He was a member of the San Ramon Economic Development Advisory Committee starting in 2004 and was appointed to the San Ramon Planning Commission in 2006, serving as Chairman in 2010.

Mr. O’Loane was Co-Chair of the No on Measure W campaign in 2010 which saw an overwhelming majority of San Ramon voters reject the then City Council efforts to break the voter-approved Urban Growth Boundary. He was recognized for these efforts by being awarded a Mountain Star award by Save Mount Diablo and was recognized as a Bay Area climate leader by the Green Belt Alliance.

While working with fellow council members, Phil led the effort to establish an Open Space Advisory Committee reporting directly to the council and has secured significant funding for Open Space preservation. He chairs the Council’s Finance Committee and previously served on the Policy Committee. He is a liaison to a number of city committees as well.
Phil also serves on Save Mount Diablo’s Lands Committee and was actively involved in coaching his daughters’ sports teams.

Councilmember O’Loane has a Bachelor of Arts degree in Economics from the University of Notre Dame and a Master’s Degree in Hospital Administration from the University of Michigan. A native of Rochester, New York he moved to the Bay Area in 1983. He has worked his entire career in healthcare, started and sold a healthcare software firm and has worked as Medical Director for The Permanente Medical Group since the early 2000’s.
