City Center Mixed Use Master Plan

Sunset Development has filed applications and are in the early stages of developing a Master Plan for portions of Bishop Ranch designated as City Center Mixed Use.

The Master Plan area is 134.98 acres consisting of 4 large blocks and includes the integration of recreational amenities, a 169-key hotel, up to an additional 170,000 square feet of retail, additional parking structures, and up to 4,500 multi-family residential units into the existing Bishop Ranch campus over the next 20-30 years.

Previous Approvals

The hotel and approximately 70,000 square feet of retail are already approved as part of the 2007 City Center project and are now being integrated into the new Master Plan development profile. Prior to the Master Plan proposal, the project area identified approximately 1,650 residential units in the General Plan 2035 Housing Element. This proposal will include approximately 2,850 additional multi-family residential units, for a total of 4,500 units, providing the opportunity to potentially relocate residential units currently planned in existing neighborhoods.

On August 26, 2019, the City Council and Planning Commission held a Joint Study Session at which Sunset Development introduced their proposed Master Plan concept.

Next Steps

The City is in the early stages of reviewing the proposed Master Plan, and there will be additional opportunities for public input on the Master Plan and Environmental documents in the months to come.
