San Ramon Below Market Rate (BMR) Home Ownership Program

On June 10, 2019, the City selected HouseKeys to administer the City's Below Market Rate (BMR) Home Ownership Program.  In addition to general administration, HouseKeys determines the eligibility of individuals and households interested in owning a BMR home in the City of San Ramon. 

New Icon Four (4) BMR units released!

Four (4) BMR units have been released, including two (2) Low income category household units and two (2) Very Low income category household units.  The deadline to submit the opportunity drawing lottery for the four (4) units is March 24, 2021 at 5:00 PM.  Applicants must enter the appropriate opportunity drawing by visiting the HouseKeys website. Additional opportunity drawing lotteries for the remaining BMR units will be forthcoming, based upon the construction time period.

  1. The first step in learning about purchasing a BMR Home is to register with the City by completing the San Ramon BMR Home Buyer Pre-Application Form online located at the City's dedicated HouseKeys website

  2. The second step is to attend a HouseKeys Home Buyer Orientation, where you will learn about the application process, lotteries, restrictions, and requirements.  HouseKeys BMR Home Buyer Orientation dates will be posted on the City website as they become available.  All applicants, co-applicants, partners, married and domestic partnerships, are required to attend a HouseKeys BMR Home Buyer Orientation before participating in a City of San Ramon BMR Home Buyer Lottery.

  • 27 BMR home ownership housing units located in The Preserve community
    • Three (3) Bedroom Units 
    • Income Limits: Low and Very Low Income Categories (based on the Area Median Income)
    • Household Size Requirement:  Minimum 2 person household
