MINUTES

SAN RAMON TRANSPORTATION ADVISORY COMMITTEE

November 20, 2008
San Ramon Community Center, Room 102

1. CALL TO ORDER

Committee Members Attending: Jim McVay, Walt Trembley, Peter Rathman

Committee Members Absent: Gordon Kimber, Harvey Riggs, Steve Simmons

Council Members Attending: None

Planning Commission Liaison: None

Guests Attending: Robert Martin, Paul Koenig

Staff Members Attending: Lisa Bobadilla, Leslie Chase, PJ Dhoot

With the absence of Chair Kimber and Vice Chair Riggs, Lisa Bobadilla asked the three committee members to appoint a TAC member to chair the meeting. She also indicated that without a quorum, the committee could discuss items on the agenda but cannot take any action.

M/S/C/U (McVay/Rathman) to appoint Walt Trembley to chair the meeting.

The meeting was called to order by Chair Trembley at 6:30 p.m.

2. REVIEW AND APPROVAL OF MINUTES

Due to lack of a quorum, the approval of the October 16, 2008 meeting minutes was deferred at the next TAC meeting scheduled in December.

3. PUBLIC COMMENT

None.

4. UNFINISHED BUSINESS

 

4.1 Public Hearing

PJ Dhoot gave a Power Point presentation on the 9920-9936 Broadmoor Drive Permit Parking extension. The presentation included the history of the permit parking program which was established in 1983. In May 2005, there was a City Council moratorium on permit parking until Cal High construction is completed. PJ Dhoot discussed the TAC concerns which include the following:

 

  • Low supply of on-street parking from 4-8 pm Monday – Friday which leaves no parking for guests.
  • Low supply of on-street parking from 6:30 am to 5:30 pm, Saturday and Sunday which limits visitors’ parking.
  • Litter left on property.
  • Large vehicles parking along curbside making it difficult to pull out of residential driveways.
  • Excessive noise early Saturday and Sunday mornings.

 

The following are options for the TAC to consider:

 

  • Leave 9920-9936 Broadmoor Drive as is.
  • Defer parking requests until Cal High construction is completed.
  • Defer permit parking request until Cal High Parking Study is approved/completed.
  • Launch an educational campaign for event participants using public parking.
  • Install additional signage along Broadmoor Drive.
  • Implement permit parking extension 7-7-7 for 9920-9936 Broadmoor Drive.
  • If Option 6 is chosen, the following issues need to be considered:
     
  1. Permit parking extension for streets directly impacted by evening/weekend activities at public facilities.
  2. Permit parking extension for all permit parking zones.
  3. Permit parking extension for all of Broadmoor Drive.
  4. Transference of vehicles on surrounding residential streets.

The committee discussed the parking situation at Cal High on weekends and observed that the Cal High parking lot was underutilized. There was discussion that the extension of Broadmoor parking hours will push parking onto other streets so staff may have to look into permit parking extension on other streets.

Lisa Bobadilla said that City Council considers parking extension on a case by case basis. She also stated that staff will review the Cal High parking situation after the completion of construction at Cal High.

Lisa Bobadilla also stated that staff could offer other Broadmoor residents the extension of permit parking hours at the December meeting but will be handled separately from the current request. Additionally, any request for parking extension would have to go through the process of Public Hearing.

Robert Martin of Broadmoor Drive submitted the petition from residents who stated were very eager to sign the petition and be a part of the process. They all feel good about their concerns being heard.

Walt Trembley read the two letters submitted by Mr. Martin:

 

  1. Letter from Tina Vizenor of Broadmoor Drive addressed to transportation Services who expressed concerns on safety issue for pedestrians walking and riding their bikes, the need for a right-turn only onto Broadmoor and no left turn option to St. Dennis or a three way stop, and the impact of Cal High to Pine Valley and Montevideo Drive intersections all the way to San Ramon Valley Boulevard until 3:30 pm.

  2. Email to PJ Dhoot from Denise Buc of Broadmoor Drive expressing full support on the extension of permit parking hours on Broadmoor Drive. She is also requesting a petition form for houses across her street.

 

Jim McVay informed staff that he noticed that the Cal High Parking lot was locked on weekends. Staff responded that they will clarify this with Cal High.

Paul Koenig, resident of Broadmoor Drive, indicated that he is also in favor of the proposed extension of permit parking hours. Mr. Koenig indicated that the parking lot at Cal High is closed when there are no scheduled events on weekends. He staff to verify the school policy. Mr. Koenig stated that people not utilizing the Cal High parking lot has nothing to do with the Cal High construction.

Mr. Koenig stressed the importance of an aggressive police enforcement especially on weekends. He added that if people know that they will get a parking ticket, the word will get around and it will have an impact. Mr. Koenig stressed that the extension of permit parking is good but police enforcement is vital.

Lisa Bobadilla stated that extension of permit parking on Broadmoor Drive will be presented at the December 18, 2008 meeting. The TAC will make the final recommendation at this meeting.

4.2 County Connection Citizen Advisory Committee (CAC) Status Report

Lisa Bobadilla stated that discussion on this item will be deferred at the December meeting due to Harvey Riggs’ absence.

4.3 Active Residential Traffic Calming (RTC) Streets Status Report

PJ Dhoot gave a status of the active RTC streets as follows:
 

  1. Woodcrest Drive – staff received 14 petitions out of 29 that were sent representing 48% of the required 75%. Staff will continue Phase 1 measures.
  2. Calais Drive – implementing Phase 1 which includes police enforcement and radar trailer. Staff is monitoring its effects.
  3. Celaya Circle – speeding concerns which resulted in 2 accidents. Staff will install edge lines and implement mitigation measures.
  4. Chaterella Drive, Lilac Ridge, and Rosincress Drive – staff met with Rosincress residents and developed mitigation measures. Staff also sent a letter to Ms. Wadler of Rosincress outlining mitigation measures.

 

4.4 Radar Speed Display Sign Monitoring Update and New Location Analysis

PJ Dhoot reported that this item will be deferred to the December meeting since the Chair and Vice Chair who were both active on the implementation of the Radar Speed Display signs were not present at this meeting.

5. COMMITTEE MEMBER ITEMS

5.1. TAC Annual Report to the City Council

Lisa Bobadilla stated that staff would like to provide TAC annual staff report to the City Council from the TAC chair with plans to present the report to the City Council at its meeting in January 2009. This item will again be included on the December agenda.

5.2 Yarmouth Way Turn Restriction Request.

PJ Dhoot reported that residents of Yarmouth Way have raised concerns on cut-through traffic and speeding from students/parents travelling through Cal High. She also provided some background which included mitigation plans from the TAC (i.e. 25 mph signage, center line, parking edge lines, signage/striping plan and additional selective enforcement during Cal High bell times).

PJ stated that traffic counts must be conducted to determine the impact of the proposed turn restrictions on the overall circulation of the surrounding roadways. She discussed the RTC policy which prohibits the installation of mitigation measures that would divert greater than 10% of the volume onto other street. The analysis will be presented to the TAC for further discussion and recommendation at the December meeting.

6. COMMITTEE MEMBER ITEMS

Lisa asked the committee if anyone is interested in representing the TAC and be a part of the Bicycle Pedestrian Plan to review the final plan. The committee meets four times a year. Lisa Bobadilla also asked the committee to come at 5:30 pm for the TAC Holiday dinner with the regular meeting starting at 6:30 pm.

7. ADJOURNMENT

There being no further business, the meeting was adjourned at 7:25 p.m. The next regular meeting is scheduled for December 18, 2008, location to be determined.
