Request For Proposal (RFP) to Provide Engineering Consultation Services
for the San Ramon Creek Culvert Repair at Crow Canyon Road
East of the Crow Canyon Road and Bollinger Canyon Road Intersection

The City of San Ramon is seeking a qualified consultant to provide engineering consultation services for the San Ramon Creek culvert repair at Crow Canyon Road, east of the Crow Canyon Road and Bollinger Canyon Road intersection.

The culvert structure is a 10-foot diameter corrugated metal pipe with galvanized protective coating. The upper culvert section, approximately 165 feet long, consists of structural plate corrugated metal pipe connected to each other by bolts and nuts. The lower culvert section, approximately 285 feet long, consists of corrugated metal pipe connected to each other by welded plate tabs and connection band.

A preliminary inspection report dated July 7, 2008 (File No. 93486PWMAT) has been prepared by Kleinfelder. See Exhibit A (pdf) for a copy of the report. The preliminary report includes inspection of culverts in 4 different locations within the City of San Ramon. This request for engineering consultation services will include culvert location #2 at this time and the other culvert locations may be addressed at a later time.

The successful consultant will be required to maintain a $1,000,000 liability policy for three years beyond the date of the final project acceptance through an insurance company licensed to do business in the state of California, rated at Best’s A:VII or better and is acceptable to the City. Also, the successful consultant will be required to enter into a written agreement using the format of the City’s standard agreement please see Exhibit B (pdf), and to comply with City Council Resolution 2008-15 regarding conflicts of interest see Exhibit C (pdf).

SCOPE OF SERVICES

In general, the consultant services will be provided in 2 phases as follows:

Scope of Services during the Preliminary Design Work (Phase – I)

The consultant will review and analyze the preliminary inspection report including recommended repair options and develop several design alternatives and recommendations for repairing the culvert. Each alternative will outline the feasibility, acceptability to other regulatory agencies for permitting, effect on environment, constructability and detail cost analysis and estimate. The consultant will present the alternatives to the City staff and recommend a single design alternative to repair the culvert.

Scope of Services during the Final Design Work (Phase – II)

A.  Services during the preparation of construction documents

After selecting a design alternative from the preliminary designs, consultant will prepare an environmental document to be submitted to regulatory agencies for securing necessary permits; and final construction documents including plans, specifications, cost estimates for the project. The final construction documents will include all the comments from City staff and any mitigation measures from the permitting agencies.

B.  Services during the advertising the project for construction

Consultant will assist the City staff during the advertising of the project for construction including preparing written responses to questions from bidder, preparing design addenda and evaluating the bids.

C.  Services during construction of the project

Consultant services during the construction phase of the project will consist of attending preconstruction and weekly construction meetings, design submittals approval, responding to design clarifications, preparing contract change order documents, site visits and attending the final walkthrough of the project to develop punch list work.

D.  Services during the post construction

Consultant will incorporate the contractor’s "as built" markups into the final design drawings and submit them to the City in the form of final "As-Built".

PROPOSAL REQUIREMENTS

If you are interested in responding to this Request For Proposal, please prepare your proposal following the same sequence and tab-number format as follows:

Table of Contents (preceding tab No. 1)

  1. Cover Letter: Describe your firm’s interest in the project and commitment of personnel to the project. The letter must be signed by the individual authorized to negotiate the final contract with the City. The cover letter should identify and describe any distinguishing features or capabilities that make your firm a superior choice to perform the work.
  2. Statement of Understanding: A written statement that the contractual form, conflicts of interest provisions, and insurance provisions are understood and would be accepted if consultant is selected to perform the work.
  3. Statement of Qualifications: Provide a brief history of the firm including size of firm and past firm experience in similar projects. Please provide information related to your firm’s capability to perform and complete the work.
  4. Personnel Qualifications: Provide resumes of your project team including their qualifications, professional registrations or qualifying certificates within the State of California, experience and education, and their services to be provided for the work. Include a history of similar projects preformed by each project team member and the current work load of each team member.
  5. Project Experience: Provide a listing of similar projects where engineering consulting services have been provided by your firm.  Please provide the following information for at least five (5) projects:
    1. Project Title
    2. Client/Contact Person/Telephone No./Location of Project
    3. Dollar value of projects/duration of projects.
    4. A very brief description of each project.
  1. Certificate of Insurance: The selected consultant will be required to provide a copy of a Certificate of Insurance that complies with the City’s insurance requirements or equivalent evidence that the City insurance requirements will be satisfied.
  2. Cost Proposal: Provide cost proposal in a separate sealed envelope attached to the proposal. The City will open the top ranked firm’s fee envelope after the selection process has been completed.

SELECTION PROCESS

The basis of selection of a prospective consultant include: the thoroughness of the submitted proposal, experience related to similar projects, the demonstrated competence of team personnel, education and experience of the project manager and other key personnel, staffing capability, current work load, performance record on similar projects, and the ability to meet City insurance requirements.

The proposals will be evaluated and ranked by a Selection Committee comprised of City staff. The Selection Committee may choose to weight any of the criteria as appropriate. The top ranked consultants will be invited to make a thirty (30) minute presentation to the Selection Committee to determine the consultant finalist. The successful consultant’s final proposal will become part of the final agreement.
