MINUTES OF THE November 29, 2005 An adjourned meeting of the City Council of the City of San Ramon was held on November 29, 2005 at 7:09 p.m. at the Dougherty Station Community Center, 17011 Bollinger Canyon Road, Mayor Wilson presiding. PRESENT: Councilmembers Hudson, Perkins, Rowley, Vice Mayor Livingstone and Mayor Wilson. STAFF PRESENT: City Manager Herb Moniz, City Attorney By Athan, Police Chief Scott Holder, and City Clerk Patricia Edwards. * * * * PLEDGE OF ALLEGIANCE Representatives from the San Ramon Police Department and the San Ramon Valley Fire Protection District provided a color guard and presented the colors. Mayor Wilson led the Council, staff and those in the audience in the pledge of allegiance. * * * * ANNOUNCEMENTS Mayor Wilson asked if there were any changes or additions to the agenda. The City Clerk requested that the Council consider the addition of an emergency item, Resolution No. 2005-154, Certifying the Canvass Conducted by the County Clerk for Mayor and City Councilmembers in the Consolidated Election held on November 8, 2005. She reported that the information was received from the County on November 28, 2005. She noted that, before the resolution may be considered, the Council must make a motion to add the item to the Agenda. Cm. Rowley’s motion that the City Council finds that there is an immediate need for the City Council to certify the Canvass of the November 8, 2005 municipal election for mayor and councilmembers conducted by the County was seconded by Cm. Hudson and passed 5-0. Cm. Hudson’s motion that the matter came to the attention of the City Council after the posting of the November 29, 2005 agenda was seconded by Cm. Rowley and passed 5-0. The item was added to the agenda. Mayor Wilson asked if there were any changes or additions to the Boards, Committee and Commission meetings schedule. The City Clerk noted that there were none. * * * * SPECIAL PRESENTATIONS Recognition of Brass Door’s 50th Anniversary. The City Clerk requested that this item be continued to December 13, 2005 because representatives from the Brass Door Restaurant were unable to attend. * * * * CITY COUNCIL APPOINTMENTS The City Clerk noted that no Council appointments were scheduled. * * * * PUBLIC COMMENT The City Clerk noted that there was one request for public comment. Roz Rogoff congratulated the Mayor and Councilmembers on their re-election. She reported that there is a vacancy for Zone 7 on the Alameda County Water Board of Directors. She noted that Dougherty Valley receives its water from Zone 7 but is not included in Zone 7’s boundaries. She requested that the Council investigate putting Dougherty Valley in Zone 7 so that they can vote for their representative. * * * * APPROVAL OF MINUTES The City Clerk noted that there were no meetings for Council approval. * * * * CONSENT CALENDAR The City Clerk noted that there were no Consent Calendar items for Council approval. * * * * UNFINISHED BUSINESS The City Clerk noted there were no items of Unfinished Business. * * * * NEW BUSINESS Administration of the Oath of Office to the Newly Elected Mayor and City Councilmembers City Clerk Patricia Edwards, administered the Oath of Office. Mayor Wilson was assisted by Dr. Karen Wilson and Mr. Robert Wilson, Sr. Cm. Hudson was assisted by Cm. Rowley. Vice Mayor Livingstone was assisted by Mrs. Barbara Livingstone. * * * * CITY MANAGER COMMENTS The City Manager congratulated the Mayor, Vice Mayor Livingstone and Councilmember Hudson on their re-election. * * * * COUNCILMEMBER REPORTS Cm. Perkins thanked the citizens for electing Mayor Wilson, Vice Mayor Livingstone and Councilmember Hudson. He thanked them for mentoring him and stated that he looks forward to two more years. Cm. Rowley congratulated Mayor Wilson, Vice Mayor Livingstone and Councilmember Hudson on their re-election and stated that she enjoyed working with her four "brothers". Cm. Hudson thanked everyone for attending the meeting. He thanked the voters of San Ramon. He acknowledged Ellen Rosenbluth who was also a Council candidate in the election. Vice Mayor Livingstone thanked his wife for her support. He thanked the citizens for their support and everyone who worked on the campaign. He expressed his intent to continue the Council’s camaraderie and good decisions of the past four years. Mayor Wilson thanked his wife, his family, friends, the community, City staff, and the Tri-Valley leaders who helped in the election process. He expressed satisfaction in working towards and achieving goals. He added that the City has an exciting future and that this Council has a vision for the City. The Council is committed to meeting the high standards expected by the citizens of San Ramon. He thanked the residents for their support. He thanked his fellow Councilmembers for their dedication. He recognized Livermore Mayor and Mrs. Marshall Kamena, Rozanne Lindsay from Congressman Pombo’s office, Town of Danville Vice Mayor Karen Stepper, and former San Ramon Mayors Pat Boom and Mary Lou Oliver who were in the audience. He invited everyone in the audience to the reception in the Ridgeview Room.
