MINUTES OF THE
CITY OF SAN RAMON – COUNCIL MEETING
June 26, 2001

A regular meeting of the City Council of the City of San Ramon was called to order on June 26, 2001 at 7:30 p.m. in the Council Chamber at City Hall, 2222 Camino Ramon, Mayor Hudson presiding.
PRESENT: Councilmembers Kinney, Raab, Tatarka and Mayor Hudson
ABSENT: Councilmember Wilson
STAFF PRESENT: City Manager Herb Moniz, City Attorney Bob Saxe, Police Chief Brian Lindblom, Administrative Services Director Jim Randall, Parks and Community Services Director Jeff Eorio, Planning Director Phil Wong, City Engineer Joye Fukuda, Transportation Director John Dillon, Economic Development Manager April Gray, Building and Safety Services Director Don Rhoades, and City Clerk Judy Macfarlane

PLEDGE OF ALLEGIANCE

Mayor Hudson led Council, staff and those present in the audience in a pledge of allegiance to the flag.

SPECIAL PRESENTATIONS

The Building and Safety Services Director introduced new employee Jonathan Carson, Neighborhood Preservation Inspector.

Mayor Hudson welcomed Mr. Carson and gave him a City pin.

The Administrative Services Director introduced the summer interns: Julie Barker, Shannon Bruener, Ashley Lewis, Daniel Scali, Adam Sharki, and Patrick Sorenson.

Mayor Hudson welcomed the interns and gave them City pins.

Mayor Hudson announced Girl Scout Gold Award Winners Marcy Hiratzka, Ashley Kroyer, Andrea Levy and Erin Wong and presented Certificates of Achievement to those present.

Marcy Hiratzka said all of the Gold Award Winners worked on the planning and implementation of the San Ramon Multi Cultural Fest 2001.

Mayor Hudson announced The Bank of Walnut Creek, Chevron, KKIQ, San Ramon Regional Medical Center, San Ramon Valley Times, The Marketplace and The San Ramon Marriott as the major sponsors of the San Ramon Art and Wind Festival and presented plaques to those present.

PUBLIC COMMENT

Rosalind Rogoff, 9913 Mangos Drive, stated the award of the contract for the micro-tunneling on the Estero Drive Sewer Line project should not go to the lowest bidder but to the most qualified and experienced in this line of work.

Cynthia Jones, 9404 Cherry Hills Lane, representing the Museum of San Ramon Valley and Dublin San Ramon Sanitary District, announced that the Mayor of Pleasanton had called for a Tri-Valley Water Summit to be held July 12th. She encouraged citizens and Council to attend to represent San Ramon’s water interests.

Victor Petersen, 2955 Morgan Drive, inquired as to why the Mayor did not have the Vice Mayor represent him on CTV’s Mayor’s Report during his absence.

Paul Mitchell, 566 Fallen Leaf Circle, complimented City staff regarding the prompt response he received regarding the sidewalk issue in his neighborhood and encouraged the continued cooperative efforts between the City and EBMUD.

APPROVAL OF MINUTES

Cm.Raab’s motion to approve the minutes of the June 12, 2001 meeting was seconded by Cm. Tatarka and passed 4-0.

CONSENT CALENDAR

Mayor Hudson said please make note on Item 8.7, approving FY 2001/02 Annual Budget and FY 2001/02 through FY 2005/06 Five-Year Budget for Dougherty Valley County Service Area M-29, regarding the assumption for the Windemere Project, that there are no lots going in there that are over 6,000 sq. feet.

Cm. Kinney’s motion to approve the following Consent Calendar was seconded by Cm. Tatarka and passed 4-0.

FINANCE      Register of Demands dated June 8, 11 and 24th in the amount of $231,706.80.

FEE RESOLUTION 

Setting public hearing for Resolution No. 2001-60 establishing fees and charges for various municipal services and repealing Resolution No. 2000-81

Resolution No. 2001-73

Authorizing the Mayor to execute contract Amendment No. 1 with The Beals Group for landscape design services for the Alta Mesa Park Project (CIP 8207) in an amount not to exceed $18,000

Resolution No. 2001-74

Authorizing the Mayor to execute an agreement with White Oak Landscape, Inc., for construction of the Alta Mesa Park Project (CIP 8207) and Bollinger Canyon Median Landscape Project between San Ramon Valley Boulevard and Morgan Drive (CIP 8344) in the amount of $2,219,369

Resolution No. 2001-75

Authorizing the Mayor to execute an agreement with The Finish Line for acoustical treatment in the office areas of the Senior Center and Community Center (CIP 5305) in an amount not to exceed $34,000

Resolution No. 2001-76

Authorizing the Mayor to execute an agreement with Willdan and Associates for consulting civil engineering services for FY 2001/02 for an amount not to exceed $155,000

Resolution No. 2001-77

Approving FY 2001/02 Annual Budget and FY 2001/02 through FY 2005/06 Five Year Budget for Dougherty Valley County Service Area M-29

COMMUNITY SERVICE GRANT PROGRAM

The Parks & Community Services Director reviewed the recommendations of the Finance Committee and the Community Service Grant Ad Hoc Committee. He requested the amount of funding for this program approved in the 2001/02 Program of Services budget be increased by $400 to fund all recommendations. He reviewed the applications received and presented the Committee’s recommendations for funding and comments on each project. He said each of the applicants would receive a written response to their request.

Mayor Hudson opened the public hearing.

John J. Wilson, representing the Mt. Diablo Observatory Association, said the observatory project benefits all cities and schools within the Diablo Valley area. He thanked the Council and committee for the recommendation for funding.

Henrik Mann, pastor of Church of the Valley in San Ramon, thanked the committee members for its consideration. He described the day care program at the church and stressed that it has a separate program from the doctrine of the church and the funding was for the public day care program not a church related program.

Debbie Roof, representing the Rainbow Program, thanked the Council for their support. She outlined the structure of each school’s program and the criteria used for the requests for the grants.

Susan Davis, San Ramon Valley School District Rainbow Project Coordinator, stated the District funded the core staff salaries and additional staffing and program costs were paid for by grants and contributions.

Cynthia Jones, thanked the Council for the grant for the Museum of the San Ramon Valley. She said they would keep the Council better apprised of the activities of the Museum and presented material for their review.

Dave Maco, Tassajara 4-H Club, said the Youth Faire 2001 was July 11-15th, and the funding would allow greater participation in traditional activities. He presented shirts to the Councilmembers and extended an invitation for all to attend the auction.

Nadina Riggsbee, Director of the Drowning Prevention Foundation, gave a brief history of the foundation and presented material for the Council. She thanked them for the funding and said she looked forward to working with the City and the Fire District in the future.

Patricia Leon, representing AAUW, thanked the Council for funding the grant that would assist in the publication of a child care directory for the San Ramon Valley.

Regina Penna, representing the San Ramon Historic Foundation, thanked the Council for approving their request for funding for the education programs at Forest Home Farms.

Mayor Hudson closed the public hearing.

Cm. Raab said he felt the funding recommended for the San Ramon Historic Foundation should come from the general budget the same as the funding for the Arts Foundation. He stated he would like the amount originally budgeted for the historic foundation be dispersed to the Rainbow projects.

Cm. Kinney said he agreed that the funding for the San Ramon Historic Foundation should come from the general budget and these funds could be directed to the Church of the Valley daycare program.

Cm. Tatarka said the funding for the San Ramon Historic Foundation should come from the general budget enabling full funding for other projects such as the Rainbow Projects or other areas.

Cm. Kinney’s motion to have the Finance Committee and the Community Service Grant Ad Hoc Committee remove the San Ramon Historic Foundation from the recommended funding and to reallocate those funds was seconded by Cm. Raab and passed 4-0.

MAYORS’ CONFERENCE AGENDA

Mayor Hudson reminded the Council the next Mayors’ Conference will be July 5 and it will be hosted by San Ramon at the Bridges Country Club.

TEEN COUNCIL 

Cm. Tatarka said the Teen Council web site would be completed by August 2001. She said they also reviewed their fund raising efforts at the Wind Festival, and said there was a significant response of applications for next years council and student member position on the Parks and Community Services Commission.

ARTS ADVISORY COMMITTEE 

Cm. Tatarka said there had been a review of a piece of artwork that is being designed for the Bishop Ranch Veterinary Center. She said they also talked about reviewed the results of the Art and Wind Festival, and listed several upcoming events.

DOUGHERTY REGIONAL FIRE AUTHORITY

The City Manager said the Mayor of Dublin had requested  a joint meeting between Councils to discuss the retirement enhancement benefits to former employees of the Dougherty Regional Fire Authorities. He said the suggested date of July 12th would be confirmed and would notify all involved.

RECRUITMENT OF CITY ATTORNEY

The City Manager stated six proposals had been received for the position of City Attorney and asked Council how they would like to proceed with the selection process. It was agreed the initial selection process would be conducted by the Internal Operations Committee.

STUDENT MEMBER INTERVIEWS

It was agreed the Parks & Community Services Commission student member interview date would be July 17th at 6:00 p.m.

There being no further business to come before the City, the meeting was adjourned at 8:45 P.M.
