MINUTES OF THE
CITY OF SAN RAMON – COUNCIL MEETING
April 10, 2001
A regular meeting of the City Council of the City of San Ramon was called
to order on April 10, 2001 at 7:30 p.m. in the Council Chamber at City Hall,
2222 Camino Ramon, Mayor Hudson presiding.
PRESENT: Councilmembers Kinney, Raab, Tatarka, Wilson and Mayor Hudson
ABSENT: None
STAFF PRESENT: City Manager Herb Moniz, City Attorney Bob Saxe, Police
Sergeant Jim Telles, Administrative Services Director Jim Randall, Parks and
Community Services Director Jeff Eorio, Planning Director Phil Wong, City
Engineer Joye Fukuda, Public Services Director, Jim Estep, Transportation
Director John Dillon, Building and Safety Services Director Don Rhoades,

PLEDGE OF ALLEGIANCE
Mayor Hudson led Council, staff and those present in the audience in a
pledge of allegiance to the flag.

ANNOUNCEMENTS
Cm. Tatarka announced on May 12, 2001, the Volunteer Center of Contra
Costa was having its 18th Annual Human Race at the Lafayette
Reservoir. She said she would be participating on behalf of the San Ramon
Library Foundation and asked if anyone was interested in sponsoring her, to
leave a message on her City voicemail.

SPECIAL PRESENTATIONS
Carol Rowley, Chair, Parks and Community Services Commission presented to
the Mayor Hudson the California Parks & Recreation Society State Award
of Merit and Local Awards of Merit.
Beverly Hardwick was recognized as the 2000 Volunteer of Merit for the
California Parks Recreation Society District III – Alameda/Contra Costa
County.
Mayor Hudson presented a proclamation to Michael Elkins, Vice Chair of
the Environmental Affairs Advisory Committee declaring Sunday, April 22,
2001 as Earth Day.
The Public Services Director introduced new employee Thomas Cooney,
Maintenance Technician II.
The Mayor welcomed Mr. Cooney and gave him a City pin.

CITY COUNCIL APPOINTMENTS
By Council ballot Vicky Campbell was selected to fill the vacancy on the
Parks and Community Services Commission.
Cm. Kinney’s motion to approve the appointment of Vicky Campbell was
seconded by Cm. Wilson and passed 5-0.

PUBLIC COMMENT
Linda Wilgus, 20 Boardwalk, invited the Council to the 7th
Annual Spring Festival at the Crow Canyon Gardens on May 5, 2001.
Victor Petersen, 2955 Moran Drive, told the Council that petitions were
being circulated for an initiative measure to have an elected mayor and he
would keep the Council apprised on a regular basis of where they were in the
process.

APPROVAL OF MINUTES
Cm. Tatarka’s motion to approve the minutes of the March 27, 2001
meeting was seconded by Cm. Kinney and passed 5-0.

Cm. Kinney’s motion to approve the following Consent Calendar was
seconded by Cm. Wilson and passed 5-0.

Ordinance Cable System
The Cable System Regulatory Ordinance was introduced and the public
hearing set for April 24, 2001.

CITY ADVISORY COMMITTEE REPORT
TRANSPORTATION SYSTEMS MANAGEMENT
Shelly Lewis, Committee Chair, presented the Annual Report for the
Transportation Systems Management Advisory Committee. She reviewed the
purpose, accomplishments and goals of the committee.

WRITTEN COMMUNICATION
Mayor Hudson read a letter of appreciation for the Senior Tutor Program
at the San Ramon Senior Center.

FY 2001-02 PROPOSED WORK PROGRAM AND LEVELS OF SERVICE
The Administrative Services Director presented to Council the
proposed Fiscal Year 2001-02 Proposed Work Program and Levels of
Service. The Council reviewed the proposed work program and gave direction
to staff for budget preparation.

MAYORS’ CONFERENCE
Mayor Hudson said at the Mayors’ Conference on April 5 in Clayton
Millie Greenberg was elected to serve as the Conference’s representative
to LAFCO.

SENIOR CITIZENS ADVISORY COMMITTEE
It was the consensus of Council that Cm. Kinney would take the place of
Cm. Raab as liaison to the Senior Citizens Advisory Committee.

SOUTHWEST AREA COMMITTEE
Mayor Hudson announced that he was appointed Chair TRANSPORTATION of the
Southwest Area Transportation Committee.

DOUGHERTY VALLEY OPEN SPACE/SCHOOLS
Cm. Raab asked for clarification from Mayor Hudson regarding
comments made at the Dougherty Valley Oversight Committee on March 15, 2001
regarding open space and schools. Mayor Hudson responded that his comments
were taken out of context and that he did not advocate building schools on
protected open space in Dougherty Valley.

EAST BAY REGIONAL PARK DISTRICT
Mayor Hudson said a group in Richmond were attempting to purchase bay
front property which could become part of the regional park district.
There being no further business to come before the City, the meeting was
adjourned at 8:55 P.M.
