MINUTES OF THE A regular meeting of the City Council of the City of San Ramon was called
to order on, March 27, 2001 at 7:30 p.m. in the Council Chamber at City
Hall, 2222 Camino Ramon, Mayor Hudson presiding. * * * * After calling the meeting to order, Mayor Hudson said the Council had met in closed session for the purpose of discussing litigation threatened by Windermere BLC Land Company LLC under the Dougherty Valley Settlement Agreement and litigation (Central San v. City of San Ramon). Mayor Hudson commented that it was an informational meeting and no vote had been taken. * * * * PLEDGE OF ALLEGIANCE Mayor Hudson led Council, staff and those present in the audience in a pledge of allegiance to the flag. * * * * SPECIAL PRESENTATIONS Mayor Hudson introduced the California High School Women’s Soccer NCS Championship Team and presented each member with a certificate acknowledging their accomplishments. Mayor Hudson introduced the California High School Song Squad and presented members with a certificate recognizing their placing 7th at the National Championship Competition in Florida. Mayor Hudson introduced the San Ramon Bears Cheerleaders and presented members with a certificate recognizing their placing 1st and 3rd at the National Championship Competition in Nevada. The Building and Safety Services Director introduced new employee Roger Rushing, Building Inspector. Mayor Hudson welcomed Mr. Rushing and presented him with a City pin. The Public Services Director introduced new employees Scott Gehring, Maintenance Technician I, Jess Chapot, Larry Davidson, and Doug McCallister, Maintenance Technicians II. Mayor Hudson welcomed the new employees and presented them with City pins. The Police Chief introduced new Police Explorer Chris Simmons. Mayor Hudson welcomed Mr. Simmons and gave him a City pin. The Police Chief presented a plaque honoring and thanking retiring Police Explorer Andy D’Azevedo for his three years of service with the City of San Ramon. Mayor Hudson presented Mr. D’Azevedo a City pin and wished him well in his new endeavors. * * * * PUBLIC COMMENT None. * * * * APPROVAL OF MINUTES Cm. Wilson’s motion to approve the March 13, 2001 meeting minutes as amended was seconded by Cm. Kinney and passed 3-0 (Cms. Raab and Tatarka were absent). * * * * CONSENT CALENDAR Cm. Kinney’s motion to approve the following Consent Calendar was seconded by Cm. Wilson and passed 3-0 (Cms. Raab and Tatarka were absent). FINANCE Register of Demands dated March 13, 16, and 23, 2001 in the amount of $1,039,676.84. Resolution No. 2001- 36 Establishing warrants for installation of speed humps on public residential streets Resolution No. 2001- 37
ALTA MESA SLOPE STABILZATION Acceptance of work by Butte Construction, Inc., for the Alta Mesa Slope Stabilization Project (CIP 8207) as complete and Authorization for the City Clerk to file a Notice of Completion * * * * CITY COUNCIL ADVISORY COMMITTEE REPORT Mayor Hudson announced that item 9.1, Transportation Systems Management (TSM) Advisory Committee Annual Report had been pulled and continued to the meeting on April 10, 2001. * * * * Councilmembers Raab and Tatarka arrived. * * * * MAYORS’ CONFERENCE AGENDA Mayor Hudson reviewed the agenda for the next Mayors’ Conference to be held on April 5, 2001 in Clayton. He said there were two nominations for the Mayors’ Conference representative to LAFCO, Helen Allen, Concord City Councilmember and Millie Greenberg, Danville City Councilmember. Ms. Greenberg asked for the Council’s support for reappointment to LAFCO. She recapped her broad base of experience and stressed the importance of LAFCO’s role in the San Ramon Valley. Cm. Wilson read the letter from Helen Allen soliciting support from Council for her appointment to LAFCO. Cm. Raab’s motion to direct the Mayor to vote for Millie Greenberg for the Contra Costa County Mayors’ Conference representative to LAFCO, was seconded by Cm. Tatarka and passed 3-1-1 (Cm. Kinney dissenting, Mayor Hudson abstaining). * * * * TEEN COUNCIL Cm. Tatarka gave a recap of the Teen Council’s activities and reported they were developing their own web site. * * * * ENVIRONMENTAL AFFAIRS ADVISORY COMMITTEE Cm. Wilson reported Earth Day 2001 was Sunday, April 22 from 10 a.m. to noon and said there will be two clean up sites, San Ramon Creek behind Crow Canyon Gardens and South San Ramon Creek, from Montevideo to the golf course. He also said Bob Ingalls was elected Committee Chair and Michale Elkins, Vice Chair. * * * * BUILDING LIVABLE COMMUNITIES Cm. Tatarka gave a recap of the conference. Cm. Raab spoke about alternate energy sources described at the conference and requested staff incorporate them in the design concepts of the new City Center. * * * * There being no further business to come before the City, the meeting was adjourned at 9:05 P.M.
