MINUTES OF THE
CITY OF SAN RAMON – COUNCIL MEETING
November 27, 2001


A regular meeting of the City Council of the City of San Ramon was called to order on November 27, 2001 at 7:30 p.m. in the Fountain Room, San Ramon Community Center 12501 Alcosta Blvd, San Ramon, Mayor Hudson presiding.

PRESENT: Councilmembers Livingstone, Tatarka, Wilson and Mayor Hudson
ABSENT: Councilmember Kinney
STAFF PRESENT: City Manager Herb Moniz, City Attorney Tom Curry, Police Chief Brian Lindblom, Administrative Services Director Jim Randall, Parks and Community Services Director Jeff Eorio, Planning Director Phil Wong, Engineering Services Director Joye Fukuda, Transportation Director John Dillon, Economic Development Services Director April Gray, Public Services Director Jim Estep, and City Clerk Judy Macfarlane

PLEDGE OF ALLEGIANCE

Mayor Hudson led Council, staff and those present in the audience in a pledge of allegiance to the flag.

SPECIAL PRESENTATIONS

Mayor Hudson presented certificates of recognition to the "Why I Will Register and Vote When I Am 18" essay contest winners, Kevin Asai, Natalie Gath, and Thomas Wickboldt, 5th grade students at Montevideo Elementary School.

Mayor Hudson and Councilmember Wilson presented a commemorative flag to Officer Chris Stangel for recognition of exemplary service on September 11, 2001.

Victor Petersen thanked the community for their support of the initiative to directly elect the mayor.

APPROVAL OF MINUTES

Cm. Tatarka’s motion to approve the minutes of the November 13, 2001 meeting was seconded by Cm. Livingstone and passed 4-0.

Cm.Livingstone’s motion to approve the following Consent Calendar was seconded by Cm.Tatarka and passed 4-0.

FINANCE 

Register of Demands dated November 5, 18, 25 and December 2, 2001 in the amount of $1,793,627.61.

Resolution No. 2001-153

Authorizing the Mayor to sign Cooperative AgreementNo. 43.00.84 between the Contra Costa Transportation Authority and the City of San Ramon for a total of $245,755 in Transportation Fund for Clean Air (TFCA) and $61,636 in Measure C Carpool funds for FY 2001-2002 to implement City of San Ramon – South West Area Transportation (SWAT), Transportation Demand Management (TDM) programs

Resolution No. 2001-154

Accepting certain landscape improvements along Bollinger Canyon Road within Parcel "J" of Subdivision 6595, City owned property, as complete and for maintenance (Shapell Industries/Bridges at Gale Ranch

Resolution No. 2001-155

Vacating an easement for stormdrain purposes and accepting an alternate easement and the improvements contained in the easement as complete and for maintenance (Bay Area Self-Storage/APN 208-260-037)

Resolution No. 2001-156

Accepting certain landscape parcels of Subdivisions 7796, 7979, 7980 and 7981, the landscape improvements on those parcels, and all other landscape improvements contained in medians and parkways of public roadways within these subdivisions for maintenance (Shapell Industries/Bridges at Gale Ranch)

Resolution No. 2001-157

Authorizing a budget increase from $215,300 to $225,300
for construction of the Crow Canyon Road Landslide Repair Project (CIP 8652).

Resolution No. 2001-158

Authorizing the Mayor to execute an agreement with
R & R Maher Construction Company, Inc., for construction
of the Central Park Storage Facility Improvements Project
(CIP 5304) in the amount of $35,175

Resolution No. 2001-159

Authorizing the Mayor to execute an agreement with
Sand Channel Greens for construction of the Athan Downs Park Field Drainage Improvements Project
(CIP 5370) in the amount of $124,400

INTRODUCTION OF ORDINANCE

Amending the Chevron Park Annexation and Development Agreement (Bishop Ranch 1) and setting public hearing for December 11, 2001.

Introduction of Ordinance 

Amending the Bishop Ranch Annexation and Development Agreement Amendment No. 4 (Bishop Ranch 8 and Bishop Ranch 15) and setting public hearing for December 11, 2001.

Mayor Hudson read a proclamation recognizing and thanking Cm. Kinney for his service to the City of San Ramon and its residents 1993-2001.

Mayor Hudson presented a proclamation recognizing and thanking Jim Livingstone for his service to the City of San Ramon and its residents as interim Councilmember August – November 2001.

CERTIFICATION OF ELECTIONS

The City Clerk stated the canvass from the November 6, 2001 municipal election had been completed and requested the Council adopt Resolution No. 2001-152 to certify the results.

Mayor Hudson’s motion to adopt Resolution No. 2001-152 was seconded by Cm. Wilson and passed 4-0.

Certifying the Canvass conducted by the County Clerk for City Council Members and Measure K in the Consolidated Election held November 6, 2001, in the City of San Ramon

ADMINISTRATION OF OATH OF OFFICE

The City Clerk administered the oath of office to the newly elected councilmembers, Jerry Cambra and Donna Dickey, and re-elected councilmember David E. Hudson.

Mayor Hudson passed the gavel to the City Clerk who called for nominations for Mayor. 

Cm. Wilson’s nomination of Nancy Tatarka as Mayor was seconded by Cm. Dickey and passed 5-0.

The gavel was passed to Mayor Tatarka who call for nominations for Mayor Pro Tempore.

Cm. Hudson’s nomination of H. Abram Wilson as Mayor Pro Tempore was seconded by Cm. Dickey and passed 5-0.

Mayor Tatarka and Vice Mayor Wilson presented a proclamation and commemorative flag to David E. Hudson, recognizing and thanking him for his service to the City of San Ramon and its residents as Mayor 2000-2001.

There being no further business to come before the City, the meeting was adjourned at 8:30 P.M.
