MINUTES OF THE
CITY OF SAN RAMON – COUNCIL MEETING

JULY 11, 2000

A regular meeting of the City Council of the City of San Ramon was called to order on July 11, 2000 at 7:30 p.m. in the Council Chambers at City Hall, 2222 Camino Ramon, Mayor Kinney presiding.
PRESENT: Councilmembers Hudson, Raab, Tatarka, Wilson and Mayor Kinney
ABSENT: None
STAFF PRESENT: City Attorney Bob Saxe, Police Chief Obie Anderson, Parks and Community Services Director Jeff Eorio, Planning Director Phil Wong, Public Services Director Jim Estep, City Engineer Joye Fukuda, Administrative Services Director Jim Randall, Transportation Director John Dillon and City Clerk Judy Macfarlane

PLEDGE OF ALLEGIANCE

Cm. Raab led Council, staff and those present in the audience in a pledge of allegiance to the flag.

ANNOUNCEMENTS

The Public Services Director said in addition to the meetings listed on the agenda there would be an informational meeting to discuss the coyote problem at the San Ramon Community Center, Thursday, July 13 at 7:00 p.m.

SPECIAL PRESENTATIONS

The Parks and Community Services Director introduced the new Recreation Supervisor Kathi Heiman.

The Administrative Services Director introduced summer intern, Brandon Miller and said he was working in the Economic Development Department.

Mayor Kinney welcomed the new employees and gave them City pins.

The Police Chief introduced the new Police Chief Brian Lindblom and said he felt good about turning over the reins of the San Ramon Police Department to Lieutenant Lindblom.

Cm. Raab presented a proclamation to Dimitri Koovshinoff for his outstanding service to the students of the San Ramon Valley Unified School District.

CITY COUNCIL APPOINTMENTS

By Council ballot, Stacy Ishigaki was selected to serve as the student member on the Parks and Community Services Commission.

Cm. Hudson’s motion to approve Ms. Ishigaki’s appointment was seconded by Cm. Raab and passed 5-0.

PUBLIC COMMENT

Bob Ingalls, said Cm. Tatarka was one of 1,100 volunteers on June 5 at the Habitat for Humanity Blitz Build in Concord. He showed pictures of Cm. Tatarka with the volunteers and working on the homes. He said there would be another opportunity for people to volunteer in September.

Cynthia Jones, said there had been on-going construction for over two months in her neighborhood. She said the residents were not notified when the construction was going to be in front of their houses and she did not feel they were being treated fairly. She asked why the overhead utilities in that area were not being undergrounded at this time.

The Public Services Director said the City Engineer would contact Ms. Jones to discuss her concerns.

APPROVAL OF MINUTES

Cm. Raab’s motion to approve the minutes of the June 27, 2000 Council meeting was seconded by Cm. Tatarka and passed 5-0.

CONSENT CALENDAR

Cm. Hudson’s motion to approve the following Consent Calendar was seconded by Cm. Raab and passed 5-0.

FINANCE     Register of Demands dated June 30 and July 19 in the amount of $1,096,317.67

 

RESOLUTION NO. 2000-54

LANDSCAPING AND LIGHTING DISTRICT 1984-1 – CREATION OF SPECIAL ZONE 17 HENRY RANCH/WILLIAM LYON HOMES, INC

RESOLUTION NO. 2000-106

RELEASING ONE-YEAR WARRANTY SECURITY FOR PUBLIC IMPROVEMENTS IN SUBDIVISION 7017 (SHAPELL INDUSTRIES/WEST BRANCH)

RESOLUTION NO. 2000-107

AUTHORIZING THE MAYOR TO EXECUTE AN AMENDMENT TO THE AGREEMENT WITH SERVICE PERFORMANCE CORPORATION FOR THE PROVISION OF ROUTINE JANITORIAL SERVICES IN AN ANNUAL AMOUNT NOT TO EXCEED $187,632

MAYORS’ CONFERENCE 

Mayor Kinney said at the July 6 Mayors’ Conference in Brentwood there had been a discussion regarding the location of housing.

TRI-VALLEY TRANSPORTATION COUNCIL 

Cm. Hudson said at the last Tri-Valley Transportation Council meeting the Action Plan Update had been modified to reflect changes that he did not agree with. He asked for Council’s direction.  

Cm. Wilson said the proposed changes would force all of the traffic into San Ramon and it would not be shared equally by San Ramon and Danville.

The Transportation Director said a draft of the Tri-Valley Transportation Plan would be considered by the Contra Costa Transportation Authority at its next meeting. He suggested the Council let its opinion be known at that meeting either by letter or by attendance.

Mayor Kinney said it could be addressed both ways.

Staff was directed to draft a letter for approval by Cm. Hudson and Mayor Kinney.

The Parks and Community Services Director said he had distributed a memo to Council regarding the possibility of a field trip to Thousand Oaks to look at one of the successful models of a combination theater/council chamber. He said the first combination meeting of the Arts Advisory Committee and the Parks Commission on July 26 and they were trying to get some feedback on the concept of a joint use facility.

Mayor Kinney said it was also his understanding that a videotape could be made for Council’s review.

It was the consensus of Council that a member of the Arts Advisory Committee and Parks and Community Services Commission plus two members of Council go and report back to the full Council.

Cm. Raab said he liked the idea of video taping and taking pictures of the facility so that members of the public could also view the presentation.

There being no further business to come before the City, at 8:08 p.m. the Council meeting adjourned.
