MINUTES OF THE CITY OF SAN RAMON - COUNCIL MEETING
FEBRUARY 9, 1999

A regular meeting of the City Council of the City of San Ramon was called to order on February 9, 1999 at 7:30 p.m. in the Council Chamber at City Hall, 2222 Camino Ramon, Mayor Athan presiding.
PRESENT: Councilmembers Hudson, Kinney, Raab, Welm and Mayor Athan
ABSENT: None
STAFF PRESENT: City Manager Herb Moniz, City Attorney Bob Saxe, Police Chief Obie Anderson, Parks and Community Services Director Jeff Eorio, Administrative Services Director Jim Randall, Planning Director Phil Wong and City Clerk Judy Macfarlane

After calling the meeting to order Mayor Athan said the Council had met in closed session pursuant to Section 54956.9(a) of the Government Code for the purpose of conferring with legal counsel regarding litigation (Brummett v. EBMUD et al.)

PLEDGE OF ALLEGIANCE

Cub Scouts from Pack 203, Den 10 - Golden View School led the Council, staff and those present in the audience in a pledge of allegiance to the flag.

ANNOUNCEMENTS

Cm. Welm said one meeting not listed on the agenda was a Telecommunications Incubator Seminar scheduled for February 16 at the San Ramon Community Center. He described an incubator as providing a setting where a high tech start up company could move out of the garage into a bonafide business setting and have access to education relative to the law, accounting principles, venture capital requirements, business planning and allow the business to grow more rapidly.

PUBLIC COMMENT

Donna Kerger, 2740 Canyon Creek Drive, told the Council and audience that Saturday was National Donor Day. She said she wanted to remind everyone not only was that an opportunity to donate blood but also to fill out the donor sticker on their drivers license.

Mark Dorazio talked about the requirements of AB939 to divert 50% of solid waste away from the landfill by January 2000 and listed some ways this could be accomplished. He talked about a problem in a City shopping center where he felt recycling was not being handled properly due to the recycling bin's intrusion into the required parking for the center.

Cm. Raab said he had talked with staff and they would be talking to the shopping center manager to resolve this issue.

Jim McCann, 428 Summer Creek Lane, said he had been researching the Y2K problem for the past few months and had found that we should be extremely concerned about the event. He said we may not be able to fix the problem but we could provide for solutions. He said a block meeting had been scheduled February 13 at 1:00 p.m. at his home and he encouraged anyone who was interested in attending to give him a call.

APPROVAL OF MINUTES

Cm. Raab's motion to approve the minutes of the January 26, 1999 meeting was seconded by Cm. Kinney and passed 5-0.

CONSENT CALENDAR

Cm. Kinney's motion to approve the following Consent Calendar was seconded by Cm. Hudson and passed 5-0.

FINANCE Register of Demands dated January 22 and 29, 1999 in the amount of $392,038.43

REEDLAND CIRCLE SLIDE REPAIR

Acceptance of work by Ed Boyan Construction, Inc. for Reedland CIRCLE SLIDE Repair project (CIP 8648) as complete and authorization for REPAIR the City Clerk to file a Notice of Completion

WRITTEN COMMUNICATION

Mayor Athan said a letter had been received from Kevin Dayton, 345 Reflections Circle, thanking the Council for talking a stand on the laser pointer issue and passing an ordinance.

Mayor Athan said an item had come up after the posting of the agenda that required Council action.

Cm. Welm's motion to add the item to the agenda as an urgency item was seconded by Cm. Kinney and passed 5-0.

Mayor Athan said the item was a letter to the City Council asking for their support and co-sponsorship of the fifth annual San Ramon Valley Youth to Youth Conference to be held on March 13 at Charlotte Wood Middle School.

Cm. Kinney's motion to approve the Council's co-sponsoring of the Youth Conference was seconded by Cm. Welm and passed 5-0.

MAYORS' CONFERENCE

Mayor Athan said at the February 4, 1999 Mayors' Conference a presentation was made by the Contra Costa Economic Partnership.

Cm. Welm said the presentation contained a discussion regarding a concern that patterns were developing that would undermine the quality of life in the area. He said a study had been commissioned to try to identify the issues that were causing these patterns. He said the results indicated that transportation, housing and jobs issues were the three greatest areas causing the problems. He continued to say the bottom line of the study was to try to create some momentum among the governmental jurisdictions that can do something about it and to try to stimulate the business community to come up with solutions. He said the other major issue we were facing was in East County where there is a significant population and not even close to the right number of jobs. He concluded by saying a conference co-sponsored by the Mayors' Conference and the City Managers' Association was scheduled for Saturday, May 17 at the Lesher Center in Walnut Creek to discuss these issues.

Mayor Athan said the problems could only be solved if there were cooperation regionally.

Cm. Raab said there was a similar project going on in the Tri-Valley called the Tri-Valley Vision Project that was addressing the same issues as listed for Contra Costa County. He said the Project was a conglomerate of governmental agencies, businesses, citizens, public groups and non profit agencies.

Mayor Athan also said at the February 4 Mayors' Conference Cm. Welm was appointed for a two year term to represent the Conference on the Contra Costa County Transportation Authority.

There being no further business to come before the City, at 8:15 p.m. the meeting adjourned.
