	10.1	Public Hearing – Proposed formation of a New Special Assessment Zone 18, Twin Creeks, as part of the City’s Landscaping and Lighting District No. 1984-1; Tabulation of Ballots; and Consideration of Resolution No. 2003-33 to Establish a "Per Unit Annual Assessment Limit" of $194 for FY 2003/04 to FY 2007/08 and $106 beginning FY 2008/09. 		It is recommended the City Council hold the public hearing, call for ballots to be tabulated by the City Clerk and adopt Resolution No. 2003-33.
	10.2	Resolution No. 2003-36 Authorizing the City Manager to execute an Interim Contract with the Crow Canyon Gardens Institute to maintain the Crow Canyon Gardens. Staff report by Gail Waiters, City Manager.
		It is recommended the City Council adopt Resolution No. 2003-36.
