SUBJECT: Response to Comments/Final Environmental Impact Report Availability and Public Hearing Notice of Intent to Consider the Final Environmental Impact Report (FEIR)

Project Title: Crow Canyon Specific Plan (State Clearinghouse No. 2003122087)

Project Location: Approximately 130 acres (over 90 land parcels) bounded by the San Ramon/Danville city limit line to the north, Interstate 680 to the east, Crow Canyon Road to the south, and the San Ramon city limit line to the west.

Project Description: Pursuant to the 2020 General Plan voted in on March 5, 2002, the proposed Project, the Crow Canyon Specific Plan, would result in incremental redevelopment that would result in the creation of a new pedestrian-oriented neighborhood with a mix of retail, office, residential, and commercial-service uses. Specifically, the Plan would propose up to 735 residential units, including affordable housing, up to 200,000 square feet of retail uses, up to 200,000 square feet of additional commercial uses, associated development standards and design guidelines for the Project area; and public improvements, including San Ramon Creek. The Project site is currently developed and has several vacant and underutilized properties. The Project site is currently zoned with the following zoning districts: CS (Service Commercial); CS/R (Service Commercial with a Redevelopment Overlay); CT (Thoroughfare Commercial); CT/R (Thoroughfare Commercial with a Redevelopment Overlay); OL (Limited Office); OL/H (Limited Office with a Height Overlay); PD/R (Planned Development with a Redevelopment Overlay); and P (Parks and Recreation). The City intends to amend the Zoning Ordinance and General Plan for consistency with the direction and policies identified in the prepared Specific Plan. The Project site is wholly within the Crow Canyon Redevelopment Area

Project Impacts: Implementation of the project has the potential to generate environmental impacts in a number of areas. Impacts for the following topics would be significant without implementation of mitigation measures, but would be reduced to a less-than-significant level if the mitigation measures noted in this EIR are implemented: Aesthetics, Biological Resources; Public Services and Utilities; and Cultural and Paleontological Resources; Hydrology/Water Quality; Noise; Growth Inducement; Air Quality; Geology/Soils; Land Use/Planning; Housing/Population and Transportation/Traffic. The proposed project would result in a significant cumulative impact to air quality; the project would not be consistent with the Clean Air Plan which is considered a significant cumulative impact by Bay Area Air Quality Management District.

Lead Agency: The City of San Ramon is the Lead Agency and has prepared a Draft Environmental Impact Report (DEIR), received written and oral comments regarding the Draft Environmental Impact Report and responded to each of these comments in the attached document, known as the Response to Comments.

This document constitutes both a formal transmittal of the Response to Comment document and a Public Hearing Notice of Intent to Consider the Final Environmental Impact Report (FEIR) pursuant to the State CEQA Guidelines Sections 15089, 15090, 15092 as well as the City of San Ramon CEQA Guidelines, Section VII.H.

A public hearing before the Planning Commission to consider the Final Environmental Impact Report is scheduled for May 2, 2006, at 7:00 p.m., in the City Council Chamber, 2222 Camino Ramon, San Ramon, California, 94583.

Additional copies of the Response to Comment document can be requested from the City of San Ramon Planning Division. Public copies are also available for review at the City of San Ramon Planning Division during regular businesses hours (Monday through Friday 8:30 a.m. to 5:00 p.m.), at the address above. Additional public copies of the response to Comment Document are also on file for review at the Senior Center, the Community Center, the City Clerk and the Public Library.
